Mechanical & Electrical Programme & Compliance Manager

About You:

You will be part of the busy M&E Team within our Housing Operations Service that carry out repairs, maintenance and project work along with Landlord Compliance aspects of work to over 16,000 council owned properties throughout SCC’s Housing & Corporate estates across the city.  Your duties will include;

  • Overseeing a Planning Team, dealing with the planning and delivery of all M&E activities.
  • Support the Line Manager of a team of Programme Support Officers.
  • Telephone, face to face meetings and email queries.
  • Investigate complaints including those from Councillors, MPs and Ombudsman.
  • Supporting/working with M&E Trade Managers and other Managers within the service.
  • Working/meeting with the Client function(s) to oversee the appropriate delivery of both planned and reactive work.
  • Producing compliance-based progress data and reports
  • Updating organisational specific databases
  • Working with finance and job costings
  • Carrying out site-based compliance inspections and reporting accordingly

Previous experience and knowledge in this field is a must.

From a landlord perspective, we need to ensure that properties comply with both legal and regulatory obligations when it comes to Electrical & Gas systems in place. Robust planning and delivery of cyclical maintenance inspections is critical to have full compliance. Balancing reactive work with planned work and utilising resources appropriately is a challenge.

As the work is varied a flexible approach is required to meet changing needs and tight deadlines. Excellent customer service skills, enthusiasm, and a ‘can do’ attitude is essential as you’ll be our ambassador when working with our client(s) or speaking to customers and suppliers.  You will liaise with residents, peers and colleagues on a daily basis so communication and customer focus will be essential to the role. Organisational, customer service, time management and high level of competency in using IT systems are key to this role. You will need to be able to remain calm and unflustered when working under pressure and/or faced with confrontation.

The role will involve office-based working in Southampton as well as meetings in other SCC buildings, along with site-based visits carrying out compliance-based inspections, reporting to the M&E Services Manager directly. You will therefore need to have a car, where business related mileage can be claimed for along with a nominal monthly allowance.

You will work a 37-hour week and your basic leave entitlement is 27 days annual leave per year (not including bank holidays).  This leave increases to 30 days after you have completed 5 years of continuous service. Additionally, we work a ‘Flexitime’ scheme where an additional 13 days leave can be achieved annually (by working 39 hours per week in line with service hours).
